Claiming first place of the lowest minted Peace dollar, the 1928 was believed the be the last year of the Peace silver dollar production. Due to the Pittman Act of 1918, the US Mint was required to mint millions of silver dollars and only using domestic silver. As the US Mint cranked out millions upon millions of dollars, as the deadline approached, the Philadelphia Mint was able to drastically decrease production each year they got closer to the deadline. The Philadelphia Mint was one of the main mints to consistently produce the Peace dollar during all its years of mintage and was the first mint to be established in the US. Your 1928 Peace silver dollar is in fine condition, which is the lowest condition found for the Peace dollar. Since dollars in fine condition were heavily circulated, the coins do contain a lot of wear, especially on Liberty's face and the eagle's breast feathers.
