The US Congress passed the Gold Bullion Act of 1985, in order to have more control over coin money. One of the constituents, of the bill, was that the gold needed to be mined domestically. The result was the American Gold Eagle, that produced in four increments (1 oz, 1/2 oz, 1/4 oz, and 1/10 oz). The 1 oz Proof American Gold Eagle was also produced, although it would take the course of 2 years for the other increments to be released.

Due to the Proof American Gold Eagles not being minted, at the same rate as the brilliant uncirculated coins, their value is higher and is the ideal investment not just for collectors, but investors as well. The proof finish is described as mirror-like and although it contains the same alloy as the brilliant uncirculated version, making it a more durable coin, the proof finish is more sensitive to contact, resulting in an easily scratched coin. Unlike the brilliant uncirculated American Gold Eagles, that are only packaged in tubes of 10, the Proof American Gold Eagle's packaging is more aesthetically pleasing. The Proof American Gold Eagle Sets contain all four sizes produced and each coin is encapsulated in its own plastic coin capsule. The set comes in a velvet box, that can hold all four coins, with the Certificate of Authenticity included in the packaging. The entire set is then placed in a presentation box, issued by the US Mint.
