In the mid 1960's, an act took place which would later earn the name: the government hoard. The government hoard was basically the end of exchanging silver certificates for silver dollars and the beginning of opening sealed bags of Morgans. There was a total of 3 million coins, in these sealed bags, mainly with the "CC" mint-mark. From these bags, the uncirculated Morgans were put into holders and labeled GSA (the name of the government sector). Only 1.1 million 1884-CC Morgans were minted, even after more were discovered in the bags. Your 1884-CC is in uncirculated condition, as proven by NGC, and comes in its original GSA packaging.
