NGC is the top contender of grading agencies, in the US, and is respected by mints all over the world. Only 296,000 Carson City Morgans were minted in 1881, even after the government hoard in the 1960's. Many Morgans, that were once believed to be low mintage, were discovered by the thousands, after the government opened sealed bags of Morgans. Luckily, there were some years that stayed low mintage after this discovery, the 1881-CC being one of them. Most of these coins were from the Carson City Mint and only 125,000, out of 3 million, had mint-marks not from the Nevada based mint.
