Only 1.1 million of these coins were minted! Before the 1960's, it was believed that the 1882-CC Morgan silver dollar was incredibly rare, since it was so difficult to find. After bags of these Morgans were discovered in 1964, the value of these coins went up. The government packaged many of these coins in government holders to preserve them but over the years, many have been taken out and sold without their holders. Since any Morgan with the "CC" mint-mark is already a highly popular item, keeping them in their government packaging increases their sell point.
