The Philadelphia Mint was the first mint facility to be minted in the US. The Philadelphia Mint was established in 1792, as a result of the Founding Fathers desiring to become a blip on the international commerce map. Along with the established mint, the Mint Act was also put in place that gave requirements for the mint to following concerning currency. Aside from weight, metal content, and denomination, the Mint Act also mandated there should be an emblematic symbol of Liberty on every coin minted. When the US Mint decided to switch the silver dollar from the Morgan to the Peace, portraying Lady Liberty differently was the only option. Your 1923 Peace silver dollar was the third Peace dollar to be minted at the Philadelphia Mint and is in very fine condition. Peace dollars, in very fine condition, generally have a healthy amount of wear on the total surface of the coin and are lacking the original mint luster.
